Why TDRA is different

The UAE Telecommunications and Digital Government Regulatory Authority does not warn before it fines. A consumer complaint about an unwanted marketing call triggers an investigation, and the burden of proof sits with the business. If you cannot produce a consent record, a calling-window log, and a Do-Not-Call check for the call in question, you pay.

For a business running 1,000 outbound calls a day, the chance of one of those calls landing on the wrong number, at the wrong hour, or against the wrong contact is high enough to make manual compliance impossible.

The four rules that catch most businesses

Outbound marketing in the UAE breaks four ways. Most businesses do not realise they are breaking them until a complaint lands.

Calling windows

You cannot call before 9:00 or after 21:00 local time. You cannot call on public holidays. You cannot call from a number the recipient cannot identify. Each of these is a separate violation. A 22:00 call to a number on the DNC list from an unregistered caller-ID is three violations on one dial.

Caller-ID ownership

The number you call from has to be registered to your business. Spoofing a number you do not own is a fast path to license review, regardless of whether the call itself was otherwise compliant.

Consent records

For every dial, you need to be able to produce the lawful basis. Explicit consent with timestamp and channel, or legitimate interest with a documented prior relationship. "We bought a list" is not a basis, and the regulator does not accept it.

Do-Not-Call enforcement

Both the TDRA national DNC list and your own tenant-level suppression list have to be checked synchronously before every dial. Asynchronous suppression that catches the call after the fact does not satisfy the rule.
